This paper represents the first attempt to apply vertical equity principles to the South African health sector. A vertical equity approach, which recognises that different groups have different starting points and therefore require differential treatment, appears to offer an appropriate basis for considering how best to redress the vast inequities which exist in post-Apartheid South Africa. Vertical equity principles are applied in critically analysing two areas of recent policy action which are particularlyrelevant to health sector equity in South Africa, namely (...) public-private sector cross-subsidies and the allocation of government resources between provinces. Despite a strong political commitment to redressing historical inequities, recent government policy actions in these two areas appear to fall short of desirable goals when viewed through a vertical equity lens. In particular, policies since the first democratic elections in 1994 have done little to reduce the extent of government subsidies to the private health sector, which serves a minority of the population. In addition, recent proposals for a Social Health Insurance will allow minimal cross-subsidies between high- and low-income earners and would not adequately redress the currently inequitable public-private cross-subsidies. With respect to the allocation of government resources between provinces, a vertical equity approach would suggest that the most historically dis-advantaged provinces have an even greater claim on government resources than reflected in the current formula, as developed by the Department of Finance. This paper also considers the potential benefits of engaging with societal views in determining what constitutes dis-advantage in the South African context, in order to identify those who should receive priority in resource allocation decisions. It concludes with a review of a number of practical steps that can be taken to draw vertical equity principles into policy action. (shrink)

This study examines linguistic co-occurrence patterns in the discourse of individuals with communication impairments who use augmentative and alternative communication devices in the workplace by comparing them to those of non-AAC users in similar job settings. A typical workweek per focal participant was recorded and transcribed to create a specialized corpus of workplace discourse of approximately 464,000 words at the time of this analysis. A multidimensional analysis of co-occurrence patterns along functional linguistic dimensions, following Biber [Variation across Speech and Writing. (...) Cambridge: Cambridge University Press; Dimensions of Register Variation: A Cross-Linguistic Perspective. Cambridge: Cambridge University Press], reveals differences in the macro discourse characteristics of AAC vis-a-vis non-AAC texts. Results indicate that AAC texts make use of more informational, non-narrative, and explicit textual features of discourse than their non-AAC counterparts. Implications to improve the capabilities of AAC devices to produce speech that matches baseline expectations of co-workers in the workplace are discussed. (shrink)

In an age of apparent disrepair as the climate crisis takes hold and neoliberalism fails to liberate, as the cost of living rises and rights are retracted, the need for a reparative turn is overdue. But what is repair? If repair is contained in moments of total breakdown, then the reparative acts of care that sustain the world are denied. Countering these forces and the urgency prescribed by the crisis of disrepair and in what too often appears as the proprietary (...) epistemology of repair, in this paper I offer an account of ‘repairability’. Structured in relation to the reparative gaze of feminist theory and poetic thinking, repairability assumes a material trace, I contend, through the vernacular archive of Cuban artist-ethnographer Ernesto Oroza. The doctrine of the three orders which distinguishes and hierarchizes flesh, spirit and charity is obviously one of the major themes of Pascal’s thought. But it appears that Pascal meditates as much on the disorder – and dis-order – induced by sin and the corruption of our nature as on the hierarchy and the heterogeneity of these three kinds of reality. In the world he describes, in fact, not only is everything overturned – the lowest order, that of the flesh, (...) now dominating the other two – but also everything is confused – pleasure, for example, obtaining the credence that normally belongs to science, and the flesh invading the order of the spirit through custom and imagination. To maintain then, as several commentators do, that no interference between the orders is possible, so that tyranny can only exist in the state of desire, is in our view to adopt a more Stoic than Pascalian point of view. Attraverso l’accurata analisi dei documenti relativi al corso di studi, e il riscontro delle citazioni contenute in alcune opere, l’ipotesi che Bruno abbia soggiornato ad Andria per circa un anno appare, invece, estremamente probabile. The article (...) tries to clarify one of the obscure points of Giordano Bruno’s biography. In 1571 the General Chapter of the Dominicans in Rome assigned him, as a formal student, to the Study of Andria. According to his most important biographers, the Nolan never went there. However, through the careful analysis of the documents relating to his course of studies, and the comparison of the quotations contained in some of his works, the hypothesis that Bruno stayed in Andria for about a year appears extremely probable. La complessità della tradizione letteraria sui primi secoli della vita di Roma è ormai nota, e proverbiale è quella sulla biografia romulea, imperniata su informazioni ambigue e contrastanti che, tra luci e ombre, rendono affascinante lo studio della sua figura, fin dall’antichità. Non da meno il caso della sua scomparsa, che presenta due varianti principali: in effetti, se in una il primo sovrano di Roma era assunto in cielo tra gli dei, nell’altra era brutalmente smembrato dalla furia dei patres. Nel (...) presente contributo, che si colloca solo in coda a una lunga storia di studi storiografici, attraverso una prospettiva prettamente politica, si è cercato di comprendere le motivazioni sottostanti alla presenza di queste due, non solo diverse, ma diametralmente opposte tradizioni sulla scomparsa di Romolo. Il taglio politico conferito intende giustificare tale doppia esistenza partendo dallo sfruttamento del mito di Romolo all’interno dell’evoluzione e degli sconvolgimenti politici del I secolo a.C., divenendo oggetto centrale nel dibattito politico repubblicano: nella lotta tra le fazioni o negli scontri tra gli imperatores che dominarono la scena. Normative notions are central to Husserl’s account of intentionality: intending an object is a normative achievement, essentially admitting of fulfillment or disappointment. So is teleology: intentional conscious life is inseparable from a horizontal orientation toward “ideas in the Kantian sense.” How are they related? Is teleology essential for intentionality as a normative achievement? Or, in Husserl’s way of putting it, do relative truths “demand” ideal truths? This article explores some reasons for agreeing with Husserl that this is indeed the case. (...) In Sec. 2, I will identify a “normative turn” in Husserl’s account of the basic structure of perceptual intentionality and spell out the teleological character of this normative account. This sense of teleology is a minimal one. A more robust teleology, in the sense of an orientation toward infinite ideality, is then justified in Sec. 3 by virtue of its function in the constitution of genuine objectivity. In Sec. 4, I will turn to the noetic, especially the ego-oriented side of Husserl’s analysis, in order to clarify the normative force of infinite telos. All in all, I will argue that the normative and the teleological sides of the story are inextricably intertwined in Husserl’s account of intentional conscious life. (shrink)

There is an eminent tradition of thought that sees in the phenomenon of time something contradictory. This tradition has been recently revived by some contemporary proponents of dialethism – the view that there are true contradictions. In this paper, I will contribute to this line of thinking by tracing the first steps of a dialethic account of time-consciousness. In particular, I will argue that the experiential flow of time can be accounted for in the framework of an intentionalist approach to (...) temporal perception if we conceive of time-consciousness as a quasi-multiplicity, i.e., a multiplicity of non-self-identical parts, hence the embrace of dialethism. Section 1 introduces dialethism, discusses Priest's dialethic theory of motion and time, and motivates the project of a dialethic account of time-consciousness. Section 2 introduces the intentionalist approach to time-consciousness and distinguishes pure intentionalism from sense-data intentionalism; both subscribes to a certain Principle of Simultaneous Awareness but interprets it differently. In Sect. 3, I offer an in-depth analysis of this principle and identify its core as the requirement of self-unification, i.e., the requirement that time-consciousness unifies itself in flowing without any higher-order act of unification. Section 4 then argues that pure intentionalism can satisfy this requirement by embracing dialethism. I conclude by noting how the dialethic account of time-consciousness incorporates a central extensionalist insight within an intentionalist outlook. (shrink)

Ethics Without Intention tackles the questions raised by difficult moral dilemmas by providing a critical analysis of double effect and its most common ethical and political applications. The enactive approach provides a perspective on human bodies in their organic, sensorimotor, social, and linguistic dimensions, but many fundamental issues still remain unaddressed. A crucial desideratum for a theory of human bodies is that it be able to account for concrete human becoming. In this article I show that enactive theory possesses resources to achieve this goal. Being an existential structure, human becoming is best approached by a series of progressive formal indications. I discuss three standpoints on human becoming (...) as open, indeterminate, and therefore historical using the voices of Pico della Mirandola, Gordon W. Allport, and Paulo Freire. Drawing on Gilbert Simondon’s philosophy of individuation we move from an existential to an ontological register in looking at modes of embodied becoming. His scheme of interpretation of the relation between modes of individuation allows us to understand human becoming in terms of a tendency to neotenization. I compare this ontology with an enactive theoretical account of the dimensions of embodiment, finding several compatibilities and complementarities. Various forms of bodily unfinishedness in enaction fit the Simondonian ontology and the existential analysis, where transindividuality corresponds to participatory sense-making and Freire’s joint becoming of individuals and communities correlates with the open tensions in linguistic bodies between incorporation and incarnation of linguistic acts. I test some of this ideas by considering the plausibility of artificial bodies and personal becoming from an enactive perspective, using the case of replicants in the film Blade Runner. The conclusion is that any kind of personhood, replicants included, requires living through an actual history of concrete becoming. (shrink)

Many oppose the use of profile evidence against defendants at trial, even when the statistical correlations are reliable and the jury is free from prejudice. The literature has struggled to justify this opposition. We argue that admitting profile evidence is objectionable because it violates what we call “equal protection”—that is, a right of innocent defendants not to be exposed to higher ex ante risks of mistaken conviction compared to other innocent defendants facing similar charges. We also show why admitting other (...) forms of evidence, such as eyewitness, trace, and motive evidence, does not violate equal protection. (shrink)

Suppose one hundred prisoners are in a yard under the supervision of a guard, and at some point, ninety-nine of them collectively kill the guard. If, after the fact, a prisoner is picked at random and tried, the probability of his guilt is 99%. But despite the high probability, the statistical chances, by themselves, seem insufficient to justify a conviction. The question is why. Two arguments are offered. The first, decision-theoretic argument shows that a conviction solely based on the statistics (...) in the prisoner scenario is unacceptable so long as the goal of expected utility maximization is combined with fairness constraints. The second, risk-based argument shows that a conviction solely based on the statistics in the prisoner scenario lets the risk of mistaken conviction surge potentially too high. The same, by contrast, cannot be said of convictions solely based on DNA evidence or eyewitness testimony. A noteworthy feature of the two arguments in the paper is that they are not confined to criminal trials and can in fact be extended to civil trials. (shrink)

A fundamental fact about human minds is that they are never truly alone: all minds are steeped in situated interaction. That social interaction matters is recognized by any experimentalist who seeks to exclude its influence by studying individuals in isolation. On this view, interaction complicates cognition. Here, we explore the more radical stance that interaction co-constitutes cognition: that we benefit from looking beyond single minds toward cognition as a process involving interacting minds. All around the cognitive sciences, there are approaches (...) that put interaction center stage. Their diverse and pluralistic origins may obscure the fact that collectively, they harbor insights and methods that can respecify foundational assumptions and fuel novel interdisciplinary work. What might the cognitive sciences gain from stronger interactional foundations? This represents, we believe, one of the key questions for the future. Writing as a transdisciplinary collective assembled from across the classic cognitive science hexagon and beyond, we highlight the opportunity for a figure-ground reversal that puts interaction at the heart of cognition. The interactive stance is a way of seeing that deserves to be a key part of the conceptual toolkit of cognitive scientists. (shrink)

A growing body of literature critical of ethics review boards has drawn attention to the processes used to determine the ethical merit of research. Citing criticism on the bureaucratic nature of ethics review processes, this literature provides a useful provocation for (re)considering how the ethics review might be enacted. Much of this criticism focuses on how ethics review boards _deliberate,_ with particular attention given to the lack of transparency and opportunities for researcher recourse that characterise ethics review processes. Centered specifically (...) on the conduct of ethics review boards convened within university settings, this paper draws on these inherent criticisms to consider the ways that ethics review boards might enact more communicative and deliberative practices. Outlining a set of principles against which ethics review boards might establish strategies for engaging with researchers and research communities, this paper draws attention to how _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ for the ethics review might be enacted in the day-to-day practice of the university human ethics review board. This paper develops these themes via a conceptual lens derived from Habermas’ (The theory of communicative action. Volume 1: Reason and the rationalization of society, 1984 ) articulation of ‘communicative action’ and Fraser’s (Social Text, 25(26), 56–80, 1990 ) consideration of ‘strong publics’ to cast consideration of the role that human ethics review boards might play in supporting university research cultures. _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ provide useful conceptual prompts for considering how ethics review boards might undertake their work. In this paper, I explore Husserl’s view on the normativity of intentionality and its neutralization. Husserl reaches his mature, normative-transcendental conception of intentionality by way of critical engagement with Brentano’s position. As opposed to Brentano, Husserl does not conceive of the normativity of intentionality as deriving from the more basic character of polar opposition. Normativity comes first and it is an original, though not universal determination of intentionality which is expressed in the identificatory achievement of constitution. Even where it is (...) absent, this absence makes itself felt since neutrality is never the simple omission of normativity but essentially its neutralizing modification. The discussion of neutrality-modification in Ideas I is, however, problematic, as I will argue by drawing upon Husserl’s research manuscripts. I aim to show that neutralization is not a single but a group of closely related intentional modifications and that ways of neutralization are best conceptualized as changes of attitude. I will then examine phantasy and aesthetic consciousness as involving two such neutralizing attitudes. What they have in common is a spirit of playfulness in contrast to the serious commitment to truth that characterizes original intentionality. The neutralization of normativity takes place in play. The aim of this article is to study parrhesia as a form of political performativity. The study of parrhesia as a speech act has been inaugurated by the researches of Lorenzini, who has proposed an in-depth analysis of the parrhesiastic speech act: we nonetheless believe that some features of parrhesiastic performativity urge us to broaden some aspects of his theory. In the first section of this article we will study the nature of parrhesiastic utterance, where Lorenzini’s theses will be discussed (...) through the use of Butler’s approach. In the second section, we will examine the characteristics of Cynic performativity through our theoretical framework, in order to give an example of its effectiveness. We will put forward, then, an overall interpretation of parrhesia, which will be redefined as a communitarian performativity and, furthermore, as an innovative model of radical democracy. (shrink)

Recent animal research suggests that it may soon be possible to support the human fetus in an artificial uterine environment for part of a pregnancy. A technique of extending gestation in this way (“ectogestation”) could be offered to parents of extremely premature infants (EPIs) to improve outcomes for their child. The use of artificial uteruses for ectogestation could generate ethical questions because of the technology’s potential impact on the point of “viability”—loosely defined as the stage of pregnancy beyond which the (...) fetus may survive external to the womb. Several medical decisions during the perinatal period are based on the gestation at which infants are considered viable, for example decisions about newborn resuscitation and abortion, and ectogestation has the potential to impact on these. Despite these possible implications, there is little existing evidence or analysis of how this technology would affect medical practice. In this paper, we combine empirical data with ethical analysis. We report a survey of 91 practicing Australian obstetricians and neonatologists; we aimed to assess their conceptual understanding of “viability,” and what ethical consequences they envisage arising from improved survival of EPIs. We also assess what the ethical implications of extending gestation should be for newborn and obstetric care. We analyze the concept of viability and argue that while ectogestation might have implications for the permissibility of neonatal life‐prolonging treatment at extremely early gestation, it should not necessarily have implications for abortion policy. Studying trust in the context of human-robot interaction is of great importance given the increasing relevance and presence of robotic agents in the social sphere, including educational and clinical. We investigated the acquisition, loss and restoration of trust when preschool and school-age children played with either a human or a humanoid robot in-vivo. The relationship between trust and the representation of the quality of attachment relationships, Theory of Mind, and executive function skills was also investigated. Additionally, to outline children’s beliefs (...) about the mental competencies of the robot, we further evaluated the attribution of mental states to the interactive agent. In general, no substantial differences were found in children’s trust in the play-partner as a function of agency (human or robot). Nevertheless, 3-years-olds showed a trend toward trusting the human more than the robot, as opposed to 7-years-olds, who displayed the reverse pattern. These findings align with results showing that, for 3 and 7-year-olds, the cognitive ability to switch was significantly associated with trust restoration in the human and the robot, respectively. Additionally, supporting previous findings, we found a dichotomy between attributions of mental states to the human and robot and children’s behavior: while attributing to the robot significantly lower mental states than the human, in the trusting game children behaved in a similar way when they related to the human and the robot. Altogether, the results of this study highlight that similar psychological mechanisms are at play when children are to establish a novel trustful relationship with a human and robot partner. Furthermore, the findings shed light on the interplay – during development – between children’s quality of attachment relationships and the development of a Theory of Mind, which act differently on trust dynamics as a function of the children’s age as well as the interactive partner’s nature (human vs. robot). It is ideal for students and teachers of science and the philosophy of science. It is both a high-level popularization and a critical appraisal of these methods, describing important advances in physics and analyzing the historical development, value, reliability and philosophical implications of the way physicists approach the problems confronting them. The introductory chapter on the meaning of physical theories and the mathematical (...) tools used to develop them is followed by a general discussion on the foundations of physics under four major headings: the physics of the reversible, the physics of the irreversible, microphysics, and cosmology. Throughout, the subject matter of physical theories is linked to discussion of the attendant philosophical and epistemological implications, such as the validity of the theories, inductive inference, causal explanation, probability, the role of observation and the reality of physical objects. Given a topological Ramsey space math formula, we extend the notion of semiselective coideal to sets math formula and study conditions for math formula that will enable us to make the structure math formula a Ramsey space and also study forcing notions related to math formula which will satisfy abstract versions of interesting properties of the corresponding forcing notions in the realm of Ellentuck's space. This extends results from to the most general context of topological Ramsey spaces. As applications, we (...) prove that for every topological Ramsey space math formula, under suitable large cardinal hypotheses every semiselective ultrafilter math formula is generic over math formula; and that given a semiselective coideal math formula, every definable subset of math formula is math formula-Ramsey. This generalizes the corresponding results for the case when math formula is equal to Ellentuck's space. (shrink)

‘No-fault unbelief’ can be named the view that there are those who do not believe in God through no moral or intellectual fault of their own. This view opposes a more traditional one, which can be named ‘flawed unbelief’ view, according to which religious unbelief signals a cognitive or moral flaw in the non-believer. Since this charge of mental or moral flaw causes a certain uneasiness, I oppose the former view, i.e. ‘no-fault unbelief’, with a strategy that has nothing to (...) do with the latter. I assume that ‘no-fault unbelief’ is correct and show what consequences follow for both unbelievers and believers. I conclude that the assumption in question is superficially beneficial but deeply detrimental to unbelievers, and by contrast, it is superficially detrimental and deeply beneficial to believers. Based on Embodied Cognition Theory, Inhibitory Decline Theory, and Risk Protective Factors Model, this study verified that body mass index affects secondary school students’ academic performance through the mechanism of inhibitory control. In addition, it was verified that the strength of this mechanism depends on the teacher, parent, and peer support received by secondary school students. By using height and weight measurements, the classic stroop task, and the social support scale, 264 secondary school students in Shanxi Province, China, were surveyed (...) and their academic performance was collected. The results showed that students with high BMI had poorer academic performance, and inhibitory control partially mediated the effect between BMI and academic performance, with the inhibitory control mediated effect accounting for 36.68% of the total effect. Support from teachers, parents, and peers can ameliorate the negative effects of BMI on academic performance, with teacher support and parental support also ameliorating the negative effects of BMI on inhibitory control. Thus, high BMI impairs inhibitory control and thus has a negative impact on academic performance, which can be buffered by social support. (shrink)

Starting from the 13th century, the question of defining theology as a science gained prominence within a new epistemological reflection on the discipline. It has been hypothesized that the availability of new translations of Aristotelian works significantly contributed to the growing interest among theologians in the theory of science. One of the most prominent intellectuals who recognized the necessity of defining theology as a science and outlining its boundaries and investigative methods in relation to other disciplines, was Albert the Great (...) (d. 1280). Numerous studies have been dedicated to exploring Albert’s treatment of this subject since the 1930s. However, little to no attention has been given to the role played by Arabic sources, particularly the works of Avicenna (Ibn Sīnā, d. 1037), the philosopher and polymath of Persian origin, in shaping Albert’s own definition of theology as a science. This contribution concentrates on the analysis of a section of the Summa Theologiae (Treatise I, quaestio V, chapter 3), with particular emphasis on the ‘translation’ of the logical-argumentative method from its domain of application in scientific and philosophical research to the branch of theology dedicated to safeguarding Christian doctrine against the criticisms and the attacks of heretics. The aim is to analyze how Albert accomplished this translation of the method of inquiry by drawing parallels between the defence of the principles of philosophical inquiry, which is a primary concern of metaphysics, and the defence of the articles of faith in theology. It is by reconciling sources from both the Christian and the Arabo-Islamic traditions that Albert claims the use of a form of dialectic argumentation within theology. (shrink)

When a suspect appears in front of a criminal court, there is a high probability that he will be found guilty. In the USA, statistics for recent years show that the conviction rate in federal courts is roughly 90%, and in Japan reaches as high a rate as 99%.

In recent decades, Richard Swinburne has offered an influential view of the relationship between faith and reason. In doing so, he focused to a considerable extent on Aquinas’s view of faith. For Swinburne, Aquinas’ view of faith is that to have faith in God is simply to have a belief-that. In contrast, it is another view of faith, which Swinburne calls ‘Lutheran,’ that involves both theoretical beliefs-that and a trust in the Living God. In this article, I argue that Swinburne’s (...) view is not faithful to Aquinas’s doctrine of faith. In the first section, I will explain Swinburne’s view of belief in detail and its application to Aquinas’s doctrine of faith. In the second section, I will bolster my argument by showing that Swinburne’s reading is inconsistent with Aquinas’ statements regarding three relationships, which are essential to Aquinas’s faith. I am referring to the relationships between faith and will, between faith and merit and between faith and doubt. (shrink)

The Timaeus is the dialogue that was for many centuries the most influential of Plato’s works. Among its readers we find Descartes, Boyle, Kepler and Heisenberg. In the first division of Timaeus Plato deals with the theory of celestial motion, in the second he presents us with the first mathematical theory of the structure of matter. Here, in a gigantic step forward with respect to the preceding Democritean atomistic theory with its unalterable micro-entities, he introduces the intertransformability of elementary corpuscles (...) and with that the first “chemical” reactions in history. Plato’s geometrical interpretation of Empedocles’ elements and his geometrical atomism is described at the molecular, atomic and sub-atomic level. The “chemical” reactions reported in Timaeus are written in the enlightening chemical symbolism, analogies with modern chemistry are noticed throughout. (shrink)
